The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 237990, Other Heavy and Civil Engineering Construction. This Sources Sought announcement is for market research information only and is to be used for preliminary planning purposes. The tracking number for this announcement is W912P826-SS-0004. No proposals are being requested, and none will be accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS, AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE, nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice.
The U.S. Army Corps of Engineers (USACE), New Orleans District is seeking sources for a project entitled WSLP-103A Frenier Floodgates in St. John the Baptist, Louisiana. This information will be used to develop an acquisition plan for this contract to construct reinforced concrete T-type floodwalls, a structural steel swing gate, and adjacent levee. The North American Industry Classification System (NAICS) code is 237990 Other Heavy and Civil Engineering Construction.
The Estimated Magnitude of the construction project is between $5M and $20M.
This sources-sought announcement is a tool to identify small businesses with the capability to construct this contract of the West Shore Lake Pontchartrain Project. This is not a solicitation. Firms who respond to this announcement by submitting complete, accurate, and up-to-date capability information will allow the New Orleans District to determine if there are small businesses that can fulfill the requirements of the West Shore Lake Pontchartrain Project.

Summary Scope of Work:
The purpose of this solicitation is to determine potential construction sources that could be used for the WSLP-103A contract. Features of work include construction of floodwalls, a structural steel swing gate, and approximately 636 feet of levees. The total levee construction is approximately 1,290 tons of sand and 4,445 cubic yards of clay material. This construction contract is currently scheduled to be advertised in the 2nd quarter of 2026. Construction of this WSLP contract is scheduled to be complete by 2028. Once the Sources Sought submittal period is over, the New Orleans District will use this capability information to develop an acquisition plan that supports our small business goals.
