Description
The Federal Bureau of Prisons (FBOP), Federal Detention Center SeaTac, intends to make a single award to a responsible entity to provide all necessary materials, equipment, and incidental labor for the proper removal and disposal of FOUR (4) existing water heaters, and the complete installation of FOUR (4) new Water Heaters. All specified parts and materials must meet current industry standards.

ALL qualifying candidates will be provided the opportunity to have an on-site tour of the current water heater system on Wednesday, March 25, 2026, to have a better understanding of the removal and installation requirements.
Please send your request to: SET-Facilities@bop.gov by 12:00 p.m. Monday, March 23, 2026 for an on-site tour. You will receive an email confirming date and time. All interested parties will need to complete a NCIC Background check, a requirement to enter the facility (a form will be emailed to you upon request to visit).
Awarded primary contractor shall: Acquire all parts, materials, and skilled labor to complete the removal and installation of the water heaters according to the attached Statement of Work.
Addition to Solicitation: Vendors shall submit quotes in .pdf format to Elizabeth Kramer, Contracting Officer, by email to ekramer@bop.gov ONLY. No fax, hand delivered, or mail-in quotes will be accepted. Emails rejected by filters are not the responsibility of the government. Quotes received after the due date will be handled in accordance with FAR 52.212-1(f). Quotes MUST be good for 30 calendar days after close. The Government intends to award one responsible quoter whose quote is fair and reasonable, and provides the Lowest Priced, Technically Acceptable (LPTA) meeting the specifications of the requirements listed in the Statement of Work. If the lowest priced quote is not found to be Technically Acceptable, the government will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete, unreasonable, or unrealistic will not be considered for award.
Quotes must be received no later than 2:00 p.m. Pacific Standard Time on March 31, 2026.
