Description
The Base Emergency Communications System (BECS) intends to solicit and award Sole Source contract in accordance with FAR Overhaul subpart 12.102, For Other than Full and Open Competition to Motorola Solutions, Inc.
The BECS program modernization effort focuses on upgrading and ensuring the interoperability of Army public safety communications. This initiative supports the integration of Fort Irwin NTC’s legacy Land Mobile Radio (LMR) system into the Army CONUS Enterprise (ACE) LMR architecture, in conjunction with enhancing interoperability within the BECS capabilities. Fort Iwin NTC’s LMR Subsystem is future-ready, adaptable to evolving operational requirements with BECS capabilities, and integrated with critical communication systems to enhance emergency response and mission effectiveness. Specific modernization and interoperability requirements exist to necessitate this company be awarded this contract on a sole source basis.
The BECS program modernization requires Motorola equipment radios to meet the specific modernization and interoperability requirements. This procurement is not for the purchase of new radios, but rather for the modernization of the current LMR system (Motorola) at Fort Irwin NTC. The BECS program modernization effort also does not include a request for fielding crash systems. The Government intends to work with the original Equipment Manufacturer (OEM), Motorola Solutions, inc., to achieve this goal. Specifically, Motorola Solutions, Inc. offers specialized capabilities required to modernize the Fort Irwin NTC’s legacy standalone LMR system by integrating its requirements into BECS as a unified interoperable state-of-the-art Subsystem. Significantly, Motorola Solutions system core is proprietary to Motorola which can limit interoperability with other OEMs. Ultimately, the modernization effort shall leverage advanced technologies and innovative solutions to deliver a fully operational, turn-key LMR Subsystem that meets current and future mission-critical communication needs. The anticipated period of performance is 03 July 2026 to 02 July 2028.

However, any information received from an organization before 4:00 PM Eastern Standard Time (EST), Monday, 06 April 2026 that believes it can meet this requirement may be considered by the Government for competitive procurement action.
