Description
The USPFO for Nevada, 152 MSG/MSC Office is to award a firm-fixed price contract on a sole source basis to SHOOTING RANGE INDUSTRIES LLC, dba MILO Live (Cage: 6VM39). The statutory authority which permits other than full and open competition for this acquisition is 10 U.S.C. § 3204(a)(1) or 41 U.S.C. 1901 for only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by RFO FAR 12.102(b), Table 12-1. Therefore, a Request for Quotation (RFQ) solicitation from a single source will be issued to SHOOTING RANGE INDUSTRIES LLC to provide comprehensive modernization of the existing shooting range.
This project requires the contractor to manage all aspects of the upgrade, including providing all labor, tools, materials, and transportation. The target systems and Control Computer, which are proprietary to the manufacturer, MILO Live. The project also encompasses significant infrastructure upgrades, including roofing, repairing dimmable lighting system, and ensuring HVAC system operations. The contractor will be responsible for complete installation services, system testing, operational training, and all site logistics, including power coordination and waste disposal, making MILO Live the only vendor capable of meeting these integrated and specific requirements for the Nevada Air National Guard (NVANG). This acquisition is unrestricted.

Please note that this notice is not a Request for Quotations (RFQ); however, any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government.
