This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM26QA011 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 332311 with a small business size standard of 750 employees. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-06.

Description of Requirement: The project entails the supply of all necessary materials, equipment, and services for the delivery and install of one (1) 28’ x28’ prefabricated open truss recreational shelter. He shelter will be installed be installed on the existing concrete pad at the rear of the USACE Wilmington District HQ building. The primary purpose of this shelter is to provide a covered outdoor space for Corps Special Events, meetings, and employee morale, welfare, and recreation (MWR) activities. The supplied shelter and its installation must be fully compliant with the Americans with Disabilities Act (ADA). 1.1

Basis for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. See solicitation provision 52.212-2 and section 2.0 of the Statement of Work titled “Description of Services

Submission Requirements: The offeror is responsible for including sufficient details in its proposal to permit a complete and accurate evaluation. Accordingly, the offeror shall be clear and concise in its proposal. The Government will not make assumptions concerning the offeror’s intent.
Technical Minimum Submission: Information about the: proposed shelter structure, and railing, such as cut sheets, specification charts, product literature; sufficient to evaluate that the products as Acceptable/Unacceptable compared against the descriptions in section 2.0 of the Statement of Work (SOW). Capability statement attesting to the ability to complete the services as described in the SOW
Pricing: The offeror will provide a firm fixed price to complete the requirements of this solicitation. Price. Proposed price schedule must be completed in the entirety of the work by all offerors to include the Subtotals and Totals for key elements of work.
Failure to submit all the data required by the RFQ, and these instructions may be cause for determining a proposal incomplete and, therefore, not considered for award.
This will be a Firm Fixed Price contract. Do not include caveats or exceptions to the terms and conditions of the solicitation. If the offeror includes standard company terms and conditions that conflict with the terms and conditions of the solicitation, the offer may be determined unacceptable and not eligible for award.
Should the offeror have any questions related to specific terms and conditions, these should be resolved prior to the submission of the offer.
The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. However, each offeror must submit their best price terms in their initial offer and not
automatically assume that they will have an opportunity to participate in discussions or to submit a revised offer.

No hard paper copies will be accepted or evaluated. The Price Quote must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce costs, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.

Responses: The date and time of delivery will be established by the time of receipt by (time stamped by the system), not by the date and time the offeror sent the proposal. It is suggested that the email be sent “delivery/read receipt requested”. Do not assume that electronic communication is instantaneous, in fact, it can take several minutes or even hours in some cases. Please make allowances for delays in transmittal. If an electronic submission is sent minutes before the deadline but notification is not actually received until after the deadline, the submission will be considered late. The Government will not be responsible for proposals delivered to any location or to anyone other than those designated to receive proposals on its behalf. Offerors are responsible for ensuring that proposals are submitted to reach the designated recipient of proposals.
