THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME.

The Naval Facilities Engineering Systems Command, Mid-Atlantic is seeking manufacturers of electric galley appliances that are compatible with current Insinger and Vulcan appliances for installation at Naval Station Great Lakes, IL.

This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision-making process and will not be disclosed outside of the agency. The intent of this notice is to identify potential offerors for market research purposes and to determine if there are electric galley equipment manufacturers other than Insinger and Vulcan that can fulfill the needs of replacing current gas appliances with electric appliances which will be a direct fit for existing facility footprints and utility connections.

No reimbursement will be made for any costs associated with providing information in response to this announcement or any requested follow-up information. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. No drawings or specifications will be made available at this time. Respondents will not be notified of the results of this market research.

General Work Requirements:

Replace galley steam equipment in the Building 7122 USS Pearl Harbor Processing Day BEQ at Camp Moffett, Naval Station Great Lakes.  Remove the steam boiler system and replace the antiquated steam utilizing galley service equipment and systems with electric powered equipment.  Existing gas and steam powered components such as boilers, gas lines, and exhaust are to be removed and capped at the wall.

The existing system consists of two (2) Cleaver-Brooks 1.38 Mbtu/hr each 25 psi steam boilers servicing the B-7122 P-Day barracks galley and are approaching failure.  The galley service equipment (steam pot/pan washers, steam ware washers, and steam kettles) are also original nearly 20-year-old equipment that are in need of upgrade via replacement.

The agency requires the procurement and installation of the following electric galley equipment to ensure operational continuity and safety:

  • INSINGER Dishwasher, Model Super 106 RPW: Automatic Three Tank Rack Conveyor Dishwasher with Blower Dryer (480V, 3-Phase).
  • Insinger Pot & Pan Washer, Model DA3: Automatic Pot & Pan Washer (480V, 3-Phase).
  • VULCAN Steam Kettle, Model K40EL: 40-gallon, electric, floor-mounted stationary kettle (480V, 3-Phase).
  • (2) VULCAN Steam Kettles, Model K60EL: 60-gallon, electric, floor-mounted stationary kettles (480V, 3-Phase).

This is a new procurement and does not replace an existing contract.

The North American Industry Classification System (NAICS) Code for this project is 238220. Site Preparation Contractors, with a small business size standard of $19,000,000.

Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate files titled Sources Sought Contractor Information Form (form attached). This form is required. Information not provided may prohibit your firm from consideration.

The Government will use responses to this Sources Sought Synopsis to make appropriate acquisition decisions. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities.

The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services, as applicable. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
