Requirement Information
This summary is to establish a requirement for Air and Water Cooled Chiller Maintenance at Goodfellow AFB, TX. Please review Attachment 1, Performance Work Statement (PWS) carefully.
The offeror must provide all items, materials, personnel, and services as specified in Attachment 1, Performance Work Statement (PWS). A single award will be made as a result of this Request for Quote to the lowest-priced, technically acceptable offeror. This acquisition will be made as a 100% Total Small Business Set-Aside.
The Period of Performance (PoP) is 1 April 2026 - 31 March 2031.
Throughout this solicitation, any reference to offer shall be considered a reference to quote.
Notice of Pre-Quote Sit Visit
A pre-quote site visit will be conducted at the 17th Contracting Squadron, Goodfellow AFB, Building 707, 210 Shertz Blvd, San Angelo, TX 76908 on 3 March 2026 at 9:00 AM CST for the purpose of a Performance Work Statement (PWS) briefing and visits to the work sites.
Please submit Attachment 4 - (CUI) BAL Template no later than 26 February 2026 at 12:00 PM CST to attend. Information will be submitted to SSgt Robert Cosper, robert.cosper@us.af.mil and TSgt Elzara Kimalova, elzara.kimalova@us.af.mil. The completion of a BAL is necessary as the Government will be unable to sponsor contractors onto Goodfellow AFB at the Visitor's Center.
In order to ensure the site visit is accomplished without disruption, please arrive at Bldg 707 15 minutes prior to the 8:30 AM CST start time. Late attendees will not be allowed to participate in the site visit as the Government will be unable to be reached by office phone and email while hosting the site visits.

Submit questions to SSgt Robert Cosper at robert.cosper@us.af.mil no later than 4 March 2026 at 1:00 PM CST. Answers will be posted no later than 5 March 2026 at 1:00 PM CST.
Offer Preparation Instructions
To ensure timely and equitable evaluation of quotes, offerors must follow the instructions herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors shall submit a written quote in response to this Request for Quote (RFQ) before the due date and time for consideration. Quotes are due no later than 9 March 2026 at 1:00 PM CST. Quotes will be emailed to SSgt Robert Cosper, robert.cosper@us.af.mil, and TSgt Elzara Kimalova, elzara.kimalova@us.af.mil. Quotes shall include the following:
A) Price Quotation:
(i) Insert proposed unit prices in each Contract Line Item Number in the attached Solicitation - FA303026Q0003. In so doing, the offeror confirms that they have read and understand the terms and conditions as written in the solicitation and any attachments.
(ii) Submit one (1) copy.
B) Technical Requirements:
(i) The offeror shall include a cover letter that provides:
Company legal name
RFQ number
Small Business Status/Categories as appropriate
Company point of contact with email and phone number
Company CAGE code
(ii) The offeror shall provide with his/her quote sufficient documentation (using no more than twenty (20) pages, all subsequent pages will not be considered) specifically addressing the technical requirements as stated in FAR Clause 52.212-2, EVALUATION-COMMERCIAL ITEMS AND COMMERCIAL SERVICES and Attachment 3 - Addendum to 52.212-2 Evaluation.
(iii) The offeror shall provide a statement that he/she does or does not take exception to any of the requirements within the PWS and an acknowledgement of any and all amendments and associated changes.
Failure to comply with any of the requested requirements in this Instruction to Offerors or any other provisions may constitute sufficient cause to justify rejection of a quote.
