** Amendment 6**
The purpose of this amendment is to publish the official Questions and Answers (Q&A) Revision 1, dated 30 March 2026. Question & Answer to number 7 was added in this revision. As a result, the document added EOD Questions and Answers_Rev_1_20260330, supercedes the previous version.

The quotation due date for this solicitation has been extended. All quoters, including those who have already submitted, must resubmit their entire proposal package by the new deadline of 12:00 p.m. AKDT on 31 March 2026.
The purpose of this amendment is to reopen this solicitation to incorporate a revised price schedule (Attachment 3). The summary of changes to the price schedule is the unit of issue for Contract Line Item Numbers (CLINs) 0001, 1001, 2001, 3001, and 4001 is changed from "12 months" to "90 each." This change is to ensure small businesses are paid upon performance of services, and to clarify that the government will not be liable for payment if no services are performed during a month.

The purpose of this amendment is to incorporate a revised FAR clause 52.219-14 Limitations on Subcontracting (FEB2023) (DEVIATION 2021-O0008) to the COMBO. As a result, the document "COMBO -Beluga Whale EOD Escort_Rev 2_20260306 now supercedes all previous versions.
The key change replaces the previous subcontracting clause and clarifies at FAR 52.219-14(f)(1), that quoters must demonstrate how they will meet the required limitations on subcontracting by the end of the base period and again by the end of each subsequent option period.
