MICC-West Point intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b)(1)(i), “Only one source reasonably available” based on the company being the sole provider for the services and is therefore the only source capable of satisfying the Government requirements.

This is a new requirement to include the EBSCO that provides the digital access to Academic Journals, MLA International Bibliography, for the United States Military Academy Library. The NAICS Code is 519290– Web Search Portals and All Other Information Services with a size standard of 1,000 employees. This notice of intent is not a request for competitive proposals or quotes. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
