Description of Requirement

The Federal Bureau of Investigation (FBI) requires access to comprehensive Commercial Multiple Listing Services (MLS) that provide nationwide coverage across all 50 U.S. states. The FBI maintains 56 Field Offices and 100 Resident Agencies, and the need to identify, evaluate, and secure real estate to meet mission requirements is not limited to specific regions or markets. To support ongoing and emerging facility needs, the MLS platform must:

• Provide nationwide commercial real estate coverage
• Include properties for sale and for lease
• Offer real‑time, authoritative market data
• Provide integrated data analytics, including market trends, historical comparables, vacancy rates, rental rate trajectories, and other commercial real estate intelligence
• Support eight (8) user licenses for FBI personnel

This capability is essential for timely market research, site identification, and acquisition planning across the FBI’s dispersed operational footprint.

The Government intends to award this requirement on a sole source basis under FAR 6.302‑1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

Rationale for Sole Source

CoStar Realty Information, Inc. is the only known responsible source capable of providing a single, unified MLS platform with:

• Nationwide commercial real estate coverage
• Real‑time, verified market data
• Integrated advanced data analytics
• Consistent, authoritative information across all 50 states

CoStar’s proprietary database, market intelligence tools, and integrated research capabilities are not available through any other provider with comparable breadth, accuracy, or nationwide consistency. Regional or fragmented MLS solutions cannot meet the FBI’s mission requirements, would introduce delays, and would significantly increase administrative burden and cost.

However, interested parties may submit a capability statement demonstrating the ability to meet the Government’s requirements. Responses must clearly show the vendor’s capability to provide nationwide MLS access with integrated data analytics equivalent to CoStar’s proprietary platform.
