Description
This is a NOTICE OF INTENT to award a sole source contract using Federal Acquisition Regulation (FAR) Part 6.3 Other Than Full and Open Competition.
The U.S. Department of Energy (DOE), Office of Headquarters Procurement Services, on behalf of the Office of International Affairs (IA), intends to issue a sole source award to KPLER INC. at 185 Alewife Brook Pkwy, Cambridge, MA 02138 for subscription services in support of IA Programs. The award is anticipated for a one-year subscription service, valued at less than $50,000.00, to global commodities data access related to petroleum trends in commodities. The subscription will allow access to proprietary real-time and historical data on global commodities movements of liquified gases and petroleum products. The potential period of performance for this contract is 03/01/2026 to 02/28/2027.
In accordance with Competition in Contracting Act, 41 USC 3304, as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This award will be made under Simplified Acquisition procedures (FAR Part 13) under the authority FAR 13.106-1(b)(1)(i): For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information, which shall be considered by the requesting agency, within seven (7) calendar days of publication of this notice.
Responses must be in writing and delivered by e-mail to the Contract Specialist at ellen.baptist@hq.doe.gov, or via the vendor portal at FedConnect.net (login required to access Responses – Message Center). The e-mail shall contain the following subject line: Response to Notice of Intent – 89303026NIA000018. All information submitted should support the offeror’s capability to provide the items required and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the sole source award. The primary North American Industry Classification System (NAICS) code is 519290 - Web Search Portals and All Other Information Services.
A determination by the Government to not compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement in the best interest of the Government.
