Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please find the attached request for proposals (RFP). The solicitation number W913E526R7469 is being issued as a request for proposal (RFP).
The associated North American Industry Classification System (NAICS) code is 325120 which has a size standard of 1200 employees. This is an Unrestricted procurement utilized to receive an adequate competition from capable vendors.
The U.S. Army - Engineer Research and Development Centr (ERDC), Cold Regions Research and Enginering Laboratory (CRREL) has a requirement for automatic delivery of propane to various sites at the Cold Region Research and Engineering Laboratory. The contractor is required to provide reoccurring Propane delivery required to promote a healthy and safe work environment for heating buildings at the CRREL. The pricing for this contract will be set using a fixed margin cost per gallon of propane delivered on an auto-fill status.
CRREL requires the filling of seven (7) propane tanks at the Hanover, New Hampshire facility. Three (3) underground propane tanks are Government owned. The vender is required to provide 4 above ground propane tanks, any cost for vender provided tanks shall be included in the per gallon cost of propane. All seven (7) tanks require automatic recurring filling of tanks that shall be monitored by the awarded vendor and filled when the vendor deems necessary in a manner not to allow the Government to run dry of propane, and not to exceed the contracted amount. (AUTO DELIVERY).
Please reference the attached the Performance Work Statement (PWS), as well as all applicable provisions. The following factors shall be used to evaluate offers: certification and price. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price.
Proposal Due: 4 March 2026, NLT 1200 EST.
This procurement is UNRESTRICTED
Delivery shall be FOB Destination.
The base year period of performance is intended to be 1 April 2026 - 31
March 2031 with 4 Option Years.
