THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 13.5 and SUBPART 12.6 - STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 - Other Computer Related Services . The purpose of this procurement is to procure renewal subscriptions for InCommon and Eduroam. InCommon is the U.S. research and education federation that facilitates SAML-based trust relationships, metadata exchange, and alignment with REFEDS and NIST identity assurance profiles. NIH leverages InCommon to authenticate NIH users to external services (e.g., Globus, Science Gateways) and to authorize external users to access NIH-hosted platforms using their institutional credentials. Eduroam provides secure, federated Wi-Fi access for NIH personnel at thousands of global institutions, while enabling visiting researchers to connect to NIH networks using their home credentials. This supports NIH’s role as a host institution and enhances mobility, security, and operational continuity. The period of performance is 12 months. This combined synopsis/solicitation is a Request for Quote (RFQ), prepared utilizing FAR 12 procedures. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. This acquisition is performed as a full and open competition. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov, and https://www.acquisition.gov/hhsar. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-06 October 1, 2025. All questions/inquiries concerning the solicitation must be submitted by e-mail (no faxes or telephone calls will be accepted) to the Contract Specialist, no later than December 29th, 2025, at 10:00 am Eastern Time.
