This notice is being issued strictly for Market Research, information and planning and purposes only and shall not be construed as either a solicitation or obligation or commitment on the part of the Government. There will not be a solicitation, specifications, or drawings available at this time. The purpose of this Sources Sought is to help The Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC), Naval Weapons Station Earle (NWSE), understand industry best practices and sources capable of meeting the requirements detailed by this announcement. NWSE welcomes responses from all interested parties; however, no decision or award of contract will be made based on responses from industry. NWSE will not pay for the preparation of, nor the subsequent use of information submitted in response to this Sources Sought. Respondents will not be notified of the outcome of NWSE’s review of the information received. Additionally, NWSE does not intend to hold discussions concerning this Sources Sought with any interested parties, but reserves the right to contact contractors if additional information is required for clarifications as it pertains to this request for information (RFI).
Requirement: NWSE intends to contract for all labor, equipment, supplies, transportation and supervision for Mobile Crane Services (crane rental with operator(s)) to support weight handling requirements for ship loading of ordnance (ammunition) materials, port service operations and other public works type operations for NWSE locations in Leonardo and Colts Neck, New Jersey. The contractor will be required to provide hydraulic crane equipment of various minimum lift capacities (75 Tons, 100 Tons, 200 Tons and 250 Tons) in order to meet Government needs. Equipment and operators provided shall comply with COMNAVREGMIDLANTINST 11261, NAVFAC P-307, USACE EM 385-1-1, and 29 CFR Parts 1910 and 1926. Availability of equipment, agility of schedule and adherence to a strict safety standard are imperative in order to meet the Government’s needs. To that end, NWSE seeks to gather information about sources able to meet this requirement.

Instructions to Contractors: All interested contractors are encouraged to submit a response clearly demonstrating their capability to perform this requirement. Proposals are not being requested at this time. Responses to this Sources Sought cannot be considered as offers and cannot be accepted by the Government to form a contract. No formal solicitation exists at this time and no set-aside decision has been made. Responses to this Sources Sought should include the following information:
Provide documentation that explicitly demonstrates the capacity and capability of satisfying the Government’s requirements. This may include contract numbers, locations, and (if available) points of contact for previous similar work. The capabilities statement should be brief and concise; do not exceed five single sided pages, double spaced, 12 pt. font.
Provide statement of the contractor’s socioeconomic status (i.e. SB, 8(a), HubZone, EDWOSB, WOSB, SDVOSB, etc) and size.
