This procurement is using the procedures of 41 U.S.C. 1901, as implemented by Class Deviation
2026-O0028 – Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 12, Defense FAR
Supplement (DFARS) Part 212 and Revolutionary FAR Overhaul Part 12.201-1, Simplified
procedures, for acquisition described at 12.001(c), serves as the formal Request for Quotation
(RFQ).

• RFQ Number: SPE8EF26Q0049
• Description: Purchase of 31 EA of Hand Trucks, manufactured by Wesley International (CAGE
56250). Offers are sought from Wesley International directly, or its authorized
distributors/dealers.
• Basis for Award: The award will be made to Wesley International or an authorized
distributor/dealer of its products, based on the most advantageous offer to the Government,
considering fair and reasonable pricing. Price reasonableness will be determined in
accordance with FAR 13.106-3(a) and DFARS 213.106-3, through comparison of offers
received from Wesley International and/or its authorized distributors/dealers, or other
appropriate techniques. Since the requirement is for a sole-source manufactured item,
technical acceptability is derived from the product's origin (Wesley International).
