Description
This Sources Sought Notice is issued for market research purposes only, in accordance with FAR Part 10. This notice is not a solicitation and shall not be construed as a commitment by the Government to issue a solicitation or award a contract.
The Government is seeking information from organizations capable of designing and delivering graduate-level executive leadership education programs comparable to executive education programs offered by accredited institutions of higher education.
The Department of the Navy (DON) seeks to identify organizations capable of providing a holistic leadership development program concept and supporting capabilities at the university level for senior leaders within the DON.
The target audience includes Senior Executive Service (SES) members, Senior leaders, and Scientific and professional personnel currently employed throughout the DON.
The program is intended to support the development of executive leadership competencies through structured graduate and post-graduate level education programs tailored to the DON executive competency model.
Historically, these services were obtained from the University of North Carolina under contract N0018921FZ955.
The anticipated North American Industry Classification System (NAICS) code for this requirement is 611310 – Colleges, Universities, and Professional Schools.
The anticipated Period of Performance (POP), including options, is 01 June 2026 through 31 May 2030.
During each POP, the contractor shall design and deliver two customized and distinctive executive learning programs at the graduate and post-graduate levels for the following DON leadership populations: DON SES Tier 2 and Tier 3 leaders and DON Tier 1 leaders (Emerging Executives). The contractor shall provide a holistic leadership development program concept, including supporting instructional capabilities and leadership education programming aligned with the DON executive competency model. The contractor shall, at a minimum, develop and deliver, per 12-month POP, two customized executive leadership education programs at the graduate or post-graduate level designed for DON leaders. The programs shall incorporate academic leadership frameworks, evidence-based leadership development practices, and instructional methods consistent with graduate-level executive education. The contractor shall design and deliver graduate-level leadership workshops tailored to the DON Competency Model, to include six workshops per 12-month POP. The contractor shall also provide a Senior-Level Consultant who will serve as a subject matter expert on executive leadership development. Minimum qualifications include: Master’s degree or higher; at least fifteen (15) years of relevant experience; experience working with Federal agencies; demonstrated working knowledge of the Department of Defense and DON senior leadership environment. The contractor shall provide executive coaching support as required. Coaches shall possess an International Coach Federation (ICF) certification, or another globally recognized coaching certification.
Work shall be performed at the Contractor’s site, except for planning and walk-through meetings, Program events, and Leadership Workshops. These may be held at DON facilities at the Washington Naval Yard or other locations in the Washington DC metro, as needed. Online offerings shall be offered in a virtual environment allowing for participants to attend using technology tools and available on-demand for a period of time no less than 30 days after delivery.
Interested organizations capable of performing the work described above, and as further described in the attached Performance Work Statement (PWS), are requested to submit a Capability Statement, of no more than two (2) pages in length, that shall include: 1) organization name, address, website, and point of contact with corresponding phone number and email address; 2) business size and socio-economic status, if applicable; and 3) relevant information regarding the organization’s capabilities to provide the sought services.
