Description
This is a combined Synopsis /Solicitation. The US Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC), Environmental Laboratory, Environmental Engineering Branch, Installation Energy and Water Plan Program intends to establish a Master Blanket Purchase Agreements (BPA) in order to provide water quality analysis of various constituents to ensure that required water quality standards are being met at three sites that are part of the U. S. Army Garrison (USAG) Poland.
The Government anticipates this solicitation will result in multiple awards. The Government estimates, but does not guarantee, that the total volume of purchases through this agreement will be $982,638.40 in capacity over a 5-year period unless earlier termination. The Contractor shall furnish all labor, supervision, and other items and services necessary to provide Analytical Services in Poland as defined in the attached Performance Work Schedule (PWS).
This procurement is being competed as full and open competition (unrestricted) utilizing the North American Industry Classification System Code (NAICS) 541380, Testing Laboratories and Services, with a size standard of $19,000,000.00. This procurement is being conducted in accordance with regulations at FAR part 15, Contracting by Negotiation, FAR Part 12, Acquisition of Commercial Products and Services, and FAR 13.303, Blanket Purchase Agreements (BPAs).
The Master BPA does not obligate any funds. The government shall be obligated only to the extent of authorized orders actually utilized via a properly executed BPA Call. There shall be no guaranteed minimum or maximum order limits established and no guaranteed dollar amount of expenditures with the vendor. Actual purchases will be made via properly executed BPA Calls. All BPA Calls will be initiated at the time the services are needed by a warranted Contracting Officer or a BPA Ordering Authorized Individual. Only a warranted Contracting Officer is authorized to initiate and complete a BPA delivery order greater than $25,000. The Master BPA will expire in five (5) years from date of award or total purchases reaching the BPA limit, (whichever occurs first).
