This is an unrestricted solicitation.
This combined synopsis/solicitation is prepared in accordance with FAR Part 12 in conjunction with
the policies and procedures for solicitation, evaluation, and award. The following solicitation
document, incorporated provisions, and clauses are in effect through PF 2026-05 Federal Acquisition
Circular 2025-06.
This is a Request for Quotation for a firm fixed price (FFP), non-personal commercial services,
Indefinite Delivery Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC), for
hazardous waste transportation, treatment and disposal services, as detailed in the Performance
Work Statement (PWS), in support of the U.S. Army Corps of Engineers (USACE), Portland District
(NWP), Operations Division (OD). Locations of service shall include the Bonneville, The Dalles,
Willamette Valley, Rogue River, The U.S. Moorings and The John Day Projects.
This solicitation is being competed as unrestricted FULL AND OPEN COMPETITION under the NAICS Code
of 562211 – Hazardous Waste Treatment and Disposal with a small business size standard of $47
million. All prospective offerors must be registered in the System for Award Management (SAM) at
www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for
award.
The Period of Performance will be from 6 March 2026 through 5 March 2031.
