Description
Notice of intent to use a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide 38 kV Circuit Breakers compatible with the GPA 34.5kV Switchgear. The product must have equal performance and listing/approval requirements as the 38kV Circuit Breakers provided by Siemens Corporation or HD Hyundai Electric.
Solicitation Work Order No. (WON) 1737026, Fiscal Year 2024 Military Construction Joint Region Marianas Project 678 (P-678) SATCOM Facility, Marine Corps Base Camp Blaz, Guam requires eight (8) 38 kV Circuit Breakers with the following characteristics:
- Breakers will be USG owned and turned over to Guam Power Authority (GPA) for operation and maintenance and must conform to all stated utility requirements.
- The selected breaker fully conforms to GPA’s requirements for connection to the GPA utility owned network.
- Equipment, including breakers, will not be permitted to connect to the 34.5 kV utility network unless fully conforming to GPA’s stated technical requirements
- All breakers carry uniform ratings (short circuit, impulse, load, insulation, etc.) to ensure interoperability.
- All interlocks, indications, and controls are configured to operate in the same manner improving operator efficiency, predictability of operation, maintenance procedures, spares inventory, and operational safety.
- Breakers are fully interchangeable with other breakers in the P678 Contractor provided switchgear lineup.
- All breakers are provided with the same control contact cluster configuration (mechanical and truck operated) and control wiring arrangement ensuring interoperability of breakers within the P678 substation and other co-located substations maintained and operated by GPA.
- All breakers are compatible with 34.5 kV switchgear currently in service at MCBCB.
- Breaker lift trucks compatible with all breakers in the Contractor provided 34.5 kV lineup and breakers currently in service at MCBCB.
