Description
Project 24-0001 Repair Barrel Roof, Hangar 9, Bldg. 7071, is located at Westover Air Reserve Base, Chicopee, MA. This acquisition is anticipated to be issued as a Firm Fixed Price contract with an estimated period of performance of three hundred sixty five (365) calendar days from the issuance of Notice-to-Proceed. Period of performance includes a winter shutdown period from 01 December 2026 through 31 March 2027.
This project will be solicited as a Full and Open Unrestricted Acquisition, subject to the North American Industry Classification System (NAICS) code of 238160 (Roofing Contractors), size standard $19.0 Million. The solicitation will be issued as a Request for Proposal (RFP) expected around mid-March 2026 with an estimated thirty (30) day response period.
The purpose of this project is to Repair Barrel Roof on Hangar #9, Building 7071. The work includes removing and replacing the entire roof system, approximately 59,588 total square feet. The repair work consists of replacing the existing TPO roof system, modifying flashing and roof drainage conditions to meet current code requirements, and incidental related work. Provide a new fall protection system on the barrel roof. Other repair scope includes replacement of penetration flashings and curbs, and temporary displacement and re-installation of the snowguards.
IAW FAR(RFO) 36.101-3, Magnitude of Construction is between $2,000,000.00 and $3,000,000.00. There is no Government Furnished Property supplied for this project.
There will be an organized site visit planned for this solicitation, the correct time and location will be included in the solicitation. Prior to supplying a proposal, interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet website at https://SAM.gov. If the offeror is a Joint Venture (JV), the JV entity must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror.
The solicitation and all supporting documentation will be posted at this site for review and download. All contractors and subcontractors interested in this project must register at this site https://SAM.gov. It is the offeror(s) responsibility to check the website periodically for any amendments to the solicitation. There will be no other form of distribution for this solicitation other than downloading from this site.

In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
