Commercial Equivalent AN/PVS-14 Night Vision Devices (NVD)

This solicitation W91CRB-26-R-5002, is to fulfill a Foreign Military Sales (FMS) requirement on behalf of the Security Assistance Management Directorate (SAMD) for the country of Lithuania under FMS Case Designator LH-B-UCK, Acquisition Requirement Package (ARP) AE25070. This solicitation is for the provision of commercial equivalent AN/PVS-14 Night Vision Devices (NVD), Extended Warranty, Accessories, Test Sets, and Tool Sets.

This is Step One of a two-step sealed bidding  process conducted in accordance with Federal Acquisition Regulation (FAR) Part 14 Sealed Bidding. Offerors are instructed to submit Technical Proposals ONLY at this stage.

All solicitation documents are available exclusively through the System for Award Management (SAM) at https://www.sam.gov/. Paper copies of this solicitation will not be issued. All interested parties are responsible for obtaining the documents and monitoring the website for any amendments.

Contractor Registration: Contractors must be registered and active in the System for Award Management (SAM) database to be considered for an award. Information on registration is available at https://www.sam.gov.

Deadlines:

• Questions Due: All questions must be submitted in writing no later than 4:00 PM EDT on March 30, 2026. Questions submitted after this time will not be addressed. All general questions and answers will be posted as an amendment on SAM.gov.
• Technical Proposals Due: All offers must be submitted via email no later than 4:00 PM EDT on April 9, 2026. An email confirmation from the government is required for the submission to be considered complete.
