(4) Description of Requirement
(i) The Space Cowboys (2 SLS/DOC) are supporting the Mk21-b “Trinity” mission scheduled for an ILC in quarter three (Q3) 2026. Part of the team’s role involves Emplacement and Removal operations, which require regular training to maintain proficiency. This effort supports the Rocket Systems Launch program (RSLP) program office directed training DOC is required to perform prior to ILC. A mobile crane solution is required to support the training exercise expected to take place May-July 2026.
The required mobile crane solution consist of one (1) mobile crane capable of lifting 22,293lbs (Strongback weight) + 80,380lbs (Full weight training booster + rigging equipment) from a maximum 75ft radius with a hook height of 85 ft for 2 days with an option to extend an additional day if operations experience delays.

(ii) The Government intends to award to the responsible offeror who’s quote, conforming to the solicitation, represents the best value to the Government. The Government will determine best value, based on an evaluation of price and other factors. Factors:
