Description

The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract to The Raytheon Company, McKinney, TX, for the Fiscal Year (FY) 26 maintenance and development solutions for the APY-10 Radar on the P-8A platform. This procurement shall include the following key deliverables: a Flight Line Systems Diagnostics (FLSD) Tool Upgrade for the core Radar Operator Application (ROA) software and an Enhanced RADAR System Simulator (eRSS). An anticipated quantity of four (4) eRSS units are to be delivered and the ROA software is to be deployed across approximately 143 maintenance laptops. The anticipated award date is the third quarter of Government Fiscal Year (FY) 2026, with deliveries completing in FY28. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, "Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements." The Raytheon Company is the sole designer, developer, and manufacturer of the P-8A Poseidon APY-10 Radar System, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. Per FAR 5.207(c)(16)(ii), "All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency." This synopsis is for informational purposes only.
