ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane intends to issue a five-year Cost-Plus-Fixed-Fee Level-of-Effort task order under the solicited Indefinite-Delivery Indefinite-Quantity N0016425RWS73. This requirement is for Diminishing Manufacturing Sources & Material Shortages (DMSMS) Services associated with EA-18G Airborne Electronic Attack (AEA) Suite and P-8A ALQ-240 common assemblies, sub- assemblies and piece parts. The anticipated period of performance is one (1) base year and four (4) one-year option years.
The proposed contract action is for the services for which the Government intends to solicit and negotiate with one source, Northrop Grumman Systems Corporation {NGSC) 1508B West Nursery Road MS B585, Linthicum Heights, MD 21090-2202. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source.
All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. Solicitations and amendments for this sole source action will not be posted to SAM.gov and are available only from the POC identified below.
