Description
THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY
The proposed contract action is for supplies for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.
This acquisition provides for the development, qualification, manufacture, and delivery of the Departure Alerting System (DAS) and Outside Air Temperature (OAT) displays in support of the Adversary and Specialized Aircraft Program Office (PMA-226), F-5 Integrated Product Team (IPT) for the Department of the Navy’s (DoN) Adversary F-5F/N aircraft. NAWCAD intends to award a Firm Fixed Price (FFP) sole source contract to Tiger Century Aircraft (TCA) for an anticipated period of performance of twenty-four (24) months.
At this time, TCA is the only known source with the requisite knowledge, technical capability, and the historic F-5 specific flight dynamics technical data necessary for the manufacture, qualification, and delivery of the DAS software and OAT displays. Any attempt to use a source other than the TCA would result in delay in schedule and substantial duplication of cost to the Government. A new source would be required to perform extensive technical research and non-recurring engineering (NRE) to make up for the lack of F-5 specific technical data that is incapable of being found elsewhere in industry.
The applicable North American Industry Classification System (NAICS) code is 334511, size standard 1,350 Employees. The Product Service Code (PSC) is 1680, Miscellaneous Aircraft Accessories and Components.
The determination to not compete this requirement is solely within the discretion of the Government and the Government is not considering responses to this notice. Although this notice of intent is not a request for competitive proposal or quotes, interested parties may submit capability statements in writing to the Contract Specialist, Ms. Morgan Lutz, morgan.n.lutz2.civ@us.navy.mil, and Mrs. Catrina Farrell, catrina.m.farrell.civ@us.navy.mil, no later than 11:00AM EST on 10 March 2026.
