This solicitation is advertised as a total small business set-aside under 324110, Petroleum refineries, gases fuel, with a size standard of 1,500 employees. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. The Portland District Army Corps of Engineers Dredge Vessel ESSAYONS and Dredge Vessel YAQUINA require lube oil deliveries upon request for a specific quantity, type, location, and date. See solicitation SF1449.
The Contractor shall furnish all labor, equipment, and materials to deliver the oil via pump truck, by barge, or in form of 55 Gallon Drums. A USCG over the water oil transfer certificate is required.
Typical volume of request per delivery ~ 900 to 1,500 gallons to the ESSAYONS, and ~ 300-400 gallons to the YAQUINA, located at one of the following locations: Terminal 2, Port of Portland, OR; Longview, WA; Astoria, OR; Coos Bay, OR; Newport, OR, and Morro Bay, CA.
Period of Performance (PoP) of lube oil deliveries is approximately 31 March 2026 -19 March 2027.
