Description
This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
Solicitation W9127N24QA053 for procurement of for lube oil deliveries upon request for a specific quantity, type, location, and date for the Dredge Vessel Essayons and Dredge Vessel Yaquina is hereby issued as a Request for Quote (RFQ).
The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular FAC 2025-06 October 1, 2025.
This solicitation is advertised as a total small business set-aside under 324110, Petroleum refineries, gases fuel, with a size standard of 1,500 employees. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. The government requests quotes for the following:
The Portland District Army Corps of Engineers Dredge Vessel ESSAYONS and Dredge Vessel YAQUINA require lube oil deliveries upon request for a specific quantity, type, location, and date. See solicitation SF1449.
The Contractor shall furnish all labor, equipment, and materials to deliver the oil via pump truck, by barge, or in form of 55 Gallon Drums. A USCG over the water oil transfer certificate is required.
Typical volume of request per delivery ~ 900 to 1,500 gallons to the ESSAYONS, and ~ 300-400 gallons to the YAQUINA, located at one of the following locations: Terminal 2, Port of Portland, OR; Longview, WA; Astoria, OR; Coos Bay, OR; Newport, OR, and Morro Bay, CA.
Period of Performance (PoP) of lube oil deliveries is approximately 31 March 2026 -19 March 2027.
Supplies/Services will be inspected/accepted at: All supplies will be inspected/accepted at Destination by Government.

Additionally, Contractor shall:
- Provide Coast Guard Certification for overwater delivery before any purchase order will be issued
- Complete the delivery to the satisfaction of the vessel’s Chief Engineer
- Provide samples of oil delivered, and;
- Provide certificate of analysis for product delivered
The Government will notify the Contractor of docking date and location within seven (7) days of arrival.
