Executive summary

VA PCAC issued a Special Notice (36C77626Q0068) stating intent to sole source a BrowZine subscription to Third Iron, LLC under FAR 6.103-1 (Only One Responsible Source). The requirement is for a COTS, web-based BrowZine subscription available across the VHA healthcare system via VALNET, including self-registration, group-based access controls, link resolver integration (e.g., Serials Solutions), and usage statistics. The subscription structure described is a 12-month base with four 12-month option years plus a 6-month extension, and it must support ~130 VAMC accounts (with capacity to add more; plus/minus five). Interested parties are invited to submit a capability statement/proposal/quote (and a reseller agreement if applicable) by 2026-02-17 14:00 UTC (9:00 a.m. EST) to sharif.ra-el@va.gov, though the notice is explicitly not a request for competitive quotes.

What the buyer is trying to do
