Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for the Construction of the New Project Office at East Brimfield Dam in Fiskdale, Massachusetts. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project. The NAICS code for this procurement is 236220 with a size standard of $45M. The project is planned to be issued in the Spring of 2026 with construction to take place in the Summer/Fall of 2026 and Winter/Spring of 2027. The estimated construction cost is between $1,000,000 - $5,000,000.
East Brimfield Dam is situated on the Quinebaug River and is a part of a network of flood control dams and local protection projects built by the U.S. Army Corps of Engineers in the Thames River Basin. The construction was completed in 1960.
The dam is located in Sturbridge MA and Brimfield MA to the west. The reservoir is on US Route 20, between Holland Road to the east and East Brimfield Road to the west and approximately 20 miles southwest of Worcester, MA. The project consists of an earth fill dam with stone slope protection 520-feet long and 55-feet high and a 75-foot-long weir.
The work of this project involves the demolition of two existing out-buildings, and the construction of a new one-story wood framed project office building with a pitched roof. The building consists of offices, kitchen, restroom, reception spaces and an attached two-bay garage.
The project includes the redevelopment and expansion of the existing paved area to provide additional parking spaces, and improvements to accessible access to the building.
The work will also include all necessary utility and earthwork, such as, but not limited to excavation, filling, backfilling, trenching, compaction, and grading; placing topsoil and seeding at disturbed areas.
Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm’s experience performing the work requirements stated above. The projects must have been performed within the last seven years. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror’s effort and their experience must also have been performed within the last seven years. Proof of bonding capability is required.
