The NIWC Atlantic and Naval Research, Development, Test and Evaluation (RDTE) enterprise consists of complex, technically advanced projects and innovations. Developing the strategy and communicating the strategic importance, progress, and return on investment (ROI) of these projects to a diverse set of critical stakeholders is a persistent challenge.
