SYNOPSIS OF PRE-SOLICITATION - COMMERCIAL PURCHASE

Solicitation No.:  N6264926QB001

Anticipated/Planned Due Date for this solicitation:  Mid February 2026

Procurement:  Bunkering / De-bunkering service at Tokyo Bay area in Japan for Commander Fleet Activities Yokosuka

Requirement Location:  Yokosuka, Japan

Possible Period of Performance:  (1) Base Period : 10 Apr 2026 thru 09 Apr 2027

                                                      (2) Base Period : 10 Apr 2027 thru 09 Apr 2028  

Anticipated/Planned Solicitation Issue Date: End of January through Early February  

To be eligible for award, the offeror must have an active registration in the System for Awards Management (SAM.gov). Firms with inactive registrations will not be considered for award. Firms must be authorized to do business in the country of performance.

This is a Synopsis notice only. This is not a solicitation or request for proposal and no contract will be awarded from this notice. The information in this notification is subject to change and in no way binds the U.S. Government to award a contract.

The NAVSUP Fleet Logistics Center (FLC) Yokosuka intends to issue commercial competitive solicitation in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice.  The NAICS code is 488390.  This is a competitive, unrestricted action among sources duly authorized to operate and do business in JAPAN.  Quoters/Offerors may be required to submit additional documentation demonstrating their ability to perform in Japan prior to award.

The Government anticipates award of Indefinite Delivery Indefinite Quantity Single Award contract with Firm-Fixed-Price the company that meets the Government’s minimum requirements. The Government reserves the right to make multiple awards if deemed advantageous to the Government.
