The object of this sole source award to MORRISH-WALLACE CONSTRUCTION, INC. Justification is as follows:
93-foot vessel M/V Spencer F Baird required docking space. The dock space offered by Ryba Marine is directly down-stream from the USGS vessel base. We have an agreement with USGS to use their facility to moor the M/V Baird while in Cheboygan, MI. However, once all the USGS vessels, along with the M/V Baird, are in port, there is not enough frontage to tie up all the vessels. Ryba Marine has been allowing us to rent their dock on an annual basis. Due to the size of the vessel, there are no adequate dock space available in the area.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
