Description

The U.S. Army Corps of Engineer (USACE), Philadelphia District (NAP), anticipates a requirement for the urgent beach nourishment of Cape May Inlet to Lower Township Cape May, Cape May County, NJ. 

This is a Pre-solicitation Notice. This Notice is being issued for planning and information purposes only. This notice is not a Solicitation, nor is it to be construed as a committment commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept bids as a result of this notice.

**Solicitation W912BU26BA019 is expeced to be released on or around 7 April 2026.

PROJECT DESCRIPTION: 

The project is located on the Atlantic coast of New Jersey, extending from the Cape May Inlet southwest jetty to the 3rd Ave terminal groin in Cape May City.  It includes the communities of the City of Cape May and Lower Township, and the US Coast Guard Training Center.  The contract work will consist of a base bid to conduct pre-placement condition surveys and pump/place approximately 364,000 cubic yards of sand from a borrow area approximately 2.6 miles south of the Cape May Inlet jetties onto the beach at 2 locations:  Area 1, the US Coast Guard Training Center (approx 330,000 CY) and Area 2, Wilmington Ave (approx 34,000 CY).  Options to place additional sand from the same borrow area to achieve the full project design template at these same two beach locations will also be included.  The options will be as follows: 

1 option for 200,000 CY (Area 1),

1 option for 100,000 CY (Area 1),

1 option for 75,000 CY (Area 1)

1 option for 50,000 CY (Area 1)

1 option for 25,000 CY (Area 1)

2 options for 10,000 CY each (Area 2)

Sand must come from the offshore borrow area.  Trucking in sand will not be permitted under this contract. 

The Period of Performance is 110 calendar days from Notice to Proceed (NTP),no work shall be completed between March 1st to August 31st due to environmental restrictions.

DISCLOSURE OF MAGNITUDE OF THE CONSTRUCTION PROJECT: The estimated magnitude of this project is between $10,000,000 and $20,000,000.

The anticipated North American Industrial Classification System (NAICS) code is 237990, Dredging and Surface Cleanup Activities, with a SBA Size standard of $37.0M.

TYPE OF SET-ASIDE: Full and Open (Unrestricted). In accordance with Federal Acquisition Regulation (FAR) 19.1307, this project requires the HUBZone 10% price evaluation.
