The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2- Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal (RFP) later date.
9. Description: The Request for Proposal for this project is expected to be issued on or about late February 2026. The North American Industry Classification System code is 237990 Other Heavy and Civil Engineering Construction, with a size standard of $45,000,000.00. The anticipated acquisition strategy is a Design Bid Build construction contract. The resulting contract is expected to be a Firm Fixed Price contract.
The U.S. Army Corps of Engineers, Tulsa District intends to solicit for construction services to provide a new segmental bulkhead assembly at Hugo Lake, Oklahoma.
Work includes fabrication, shipment, field assembly, testing of a segmental bulkhead assembly and incidental related construction, including construction of a crane pad. The bulkhead assembly will consist of six individual hollow steel tubular segments approximately 51 feet long that will be assembled in the reservoir to create a single floating bulkhead used to block water flow through the tainter gate bays during inspection and maintenance activities. The floating bulkhead will be ballasted with water using mechanical pumps and rotated to a vertical orientation for placement against the tainter gate piers.
The bulkhead may be assembled and disassembled in the water, and bulkhead segments may be removed and stored out of the water when not in service.
Optional Work: Removal and disposal of the existing bulkhead assembly.
