Description

The U.S. Army Corps of Engineers (USACE), New York District, intends to issue a formal Invitation for Bid (IFB) for the construction of the Port Monmouth Phase I, Contract 1 Renourishment project in Middletown Township, Monmouth County, New Jersey. This notice is for informational and planning purposes only and does not constitute a solicitation for bids or proposals.

PROJECT DESCRIPTION
 

The Port Monmouth project includes shore protection components (Phase 1) as well as flood risk management components (Phase II). The project provides for reduction of storm damages to low-lying residential and commercial structures from coastal erosion, tidal flooding, and inland flooding along Pews and Compton Creeks caused by high surface events in Raritan Bay. Phase II flood risk management components consist of a tide gate, levees, floodwalls, two pump stations, three road closure structures, road raising and regarding, and wetland mitigation. The State of New Jersey, acting through the New Jersey Department of Environmental Protection (NJDEP), is the non-Federal sponsor for the project.

The work for this solicited contract consists of placing approximately 77,000 cubic yards of sand for beach renourishment along the shoreline at Port Monmouth. Key features of the work include, but are not limited to:
 

  • Sourcing and truck hauling of sand from a contractor-proposed upland commercial source, which must be approved by the Government as meeting technical specifications for grain size and characteristics.
  • Placement and grading of sand to the required beachfill template.
  • Related incidental work such as turbidity monitoring, environmental protection, and site restoration.

BONDING REQUIREMENTS

The period of performance for this project is 175 calendar days from the Notice to Proceed date. The specifications will be posted electronically via the System for Award Management (SAM) website at https://sam.gov/.

Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 16-300, 26 Federal Plaza, New York, NY 10278. All questions must be submitted in writing via email, fax, or mail to the contract specialist. The media selected for the issuance of this solicitation and amendments shall solely be at the discretion of the Government; accordingly, the medium utilized for this project is the Internet.  Paper copies of this solicitation, and amendments, if any, will not be available or issued.
