This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored.
The Naval Research Laboratory, Signature Technology Office (Code 5009), intends to award on a sole source basis to I2K Defense, LLC for inflatable military decoys.
Only one responsible source and no other supplies or services will satisfy agency requirements due to the prior investment by NRL in testing of I2K's materials as well as integration into a broader system in development by NRL. No other vendor would be able to initiate a continuation of this effort without an unacceptable delay and duplication of cost.
