Description

THIS IS A PRE-SOLICITATION NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. The US Army Corps of Engineers (USACE) Detroit District is seeking contractors with the capability to provide construction services for the Lexington Harbor Breakwater Repair project. This project includes breakwater repair operations at Lexington Harbor. The north breakwater is a permeable rubble mound structure and allows sand shoaling within the harbor. Voids in the north breakwater are exacerbating sediment infiltration within the harbor. A walkway is present atop the north breakwater. The walkway is approximately 5 feet wide and generally in good condition. The north breakwater voids are partially sand filled. The sand fill depth varies; however, sand generally extends to the existing water elevation. The project objective is to alter the existing permeable rubble mound breakwater structure to an impermeable structure. The proposed scope of work includes constructing a grout curtain wall within the structure. The proposed grout curtain wall is chemical grout and a cementitious grout material. The chemical grout material is proposed within the sand filled breakwater structure. The cementitious grout material is proposed above the sand filled area. The intent of the grout curtain wall is to prevent sand from infiltrating through the breakwater structure. The existing Portland cement concrete walkway is reconstructed upon completion of grouting operations. As previously stated, the project includes breakwater repair by constructing a grout curtain wall and Portland cement concrete walkway reconstruction. The North American Industrial Classification System (NAICS) code for this work is 237990, Other Heavy and Civil Engineering Construction, which has a small business size standard of $45.0 million in average annual receipts. The Government intends to solicit this opportunity as an Invitation for Bid (IFB) and intends to issue the IFB as a 100% set-aside for small businesses. The Government intends to award to the contractor who submits the lowest priced bid that is determined to be responsible and responsive. General Information: The Government intends to issue a Firm-Fixed Price (FFP) Construction Contract. Anticipated Solicitation Posting Date: January/February 2026 Anticipated Proposal Due Date: February/March 2026 The solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available only electronically. The Notice of the solicitation will be posted on the System for Award Management (SAM). Contractors can access SAM free of charge at www.sam.gov. The solicitation Notice posted on SAM.gov will include a link to all solicitation documents which will be stored in the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) system. Contractors may register for PIEE free of charge at https://piee.eb.mil/. In order for interested contractors to conduct business with the Federal Government, contractors must be registered in PIEE prior to the proposal due date and in SAM.gov prior to any award. Hard copy documents will NOT be supplied by the Government to any interested parties as a result of this Pre-Solicitation Notice or the upcoming solicitation. Electronic proposal submissions will be required through the PIEE Solicitation Module suite at https://piee.eb.mil/. Please note the Government will not be maintaining a bidders list during the solicitation period. However, vendors are strongly encouraged to review the "Interested Vendors List" found on sam.gov for this requirement.
