Description
The Bureau of International Narcotics and Law Enforcement (INL) at the U.S. Embassy in Bogota invites you to submit a quotation for the acquisition of FINANCIAL INVESTIGATION SOFTWARE LICENSES.
All interested sellers should submit the quotations according to the attached INL_RFQ-PR15893854 no later than April 29, 2026 at 4:00 pm (Bogota time) via e-mail to LopezJF@state.gov and BogotaINLSolicitation@state.gov. No quotations will be accepted after this time.
This is a combined synopsis/solicitation prepared in accordance with the format in FAR part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested by this notice alone, and a written solicitation will not be issued. The resultant purchase order will be awarded using Simplified Acquisition Procedures in accordance with FAR 12.
To be considered for award, please follow the instructions included in Section 3 of the INL-RFQ Document. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference (see attached). The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The Bureau of International Narcotics and Law Enforcement (INL) at the U.S. Embassy in Bogotá-Colombia intends to award a firm fixed-price purchase order for the acquisition of Financial Investigation Software Licenses. For this requirement, ALTIA financial investigation software licenses is considered the only brand, and no other supplies or services will accomplish Embassy Bogota requirements.
A brand name restriction is required for this software procurement due to integration and compatibility issues with the software currently in use by the Colombian National Police (CNP) and to meet operational requirements. CNP investigators are trained exclusively with Altia software, and it is the only brand authorized for use by the CNP as part of their financial crime investigations.
This procurement action is being conducted in accordance with the statutory authority of FAR Part 6.103-1, which states that only one brand-name and no other will satisfy Embassy Bogota requirements. Any interested party that believes it can meet the requirements described herein may identify themselves and must provide evidence of their capability to fulfill the requirement. Responses must be submitted in writing to Javier F. Lopez at LopezJF@state.gov and must be received no later than April 4, 2026 at 16:00 hours (Bogota, Colombia) time.
