This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be an unrestricted procurement. The solicitation number is W912PM26QA018 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 561621 with a small business size standard of $25M. This solicitation is unrestricted. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-06.
Description of Requirement: The Contractor shall provide all labor, supplies, materials, equipment, and supervision required to provide the U.S. Army Corps of Engineers, Wilmington District (USACE, SAW), B.E. Jordan Dam & Lake and Falls Lake Dam to install fire and security alarm system at each location to provide security and fire monitoring services. This will be a base contract, plus four one-year options.
THIS PROJECT IS SUBJECT TO THE CYBERSECURITY MATURITY MODEL CERTIFICATION REQUIREMENTS LEVEL 1 PER DFARS 252.204-7021 AND 252.204-7025. OFFERORS MUST BE REGISTERED AND HAVE, AT A MINIMUM, THE REQUISITE CERTIFICATION WITHIN THE SUPPLIER PERFORMANCE RISK SYSTEM (SPRS) TO BE ELIGIBLE FOR CONTRACT AWARD.
Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced offer that is technically acceptable. See solicitation provision 5.212-2.
Site Visit: Offerors or quoters are Urged & Expected to inspect the areas where equipment is to be installed and monitored for intrusion and fire for contract performance. In no event shall failure to inspect the areas to be monitored constitute grounds for a claim after contract award. A site visit has been scheduled for 09 February at 11AM ET at B. Everett Jordan. We will then meet at 1300 at Falls Lake. If you are planning to attend the site visit, you must RSVP to Mr. Sonny Smith and Ms. Rosalind Shoemaker no later than 3pm ET on 05 February 2026 at sonny.z.smith@usace.army.mil and Rosalind.m.shoemaker@usace.army.mil.
Each offeror must submit both a Price Quote and a Technical Proposal via email to Rosalind.m.shoemaker@usace.army.mil and sonny.z.smith@usace.army.mil. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.
