Description
The Army Contracting Command intends to award, as other than full and open competition basis, a new Indefinite Delivery/Indefinite Quantity (IDIQ) follow-on contract for Command, Control, and Communications (C3) Integration and Modification, Maintenance, Enhancement and Engineering Support, Phase V (CTES V) associated with the integration of software, avionics, and avionics architecture into the CH-47F and all its variants. CTES V will have a five-year period of performance with an option to extend services for an additional six (6) months.
The intended awardee is Collins Aerospace (formerly Rockwell Collins), LLC, CAGE Code 84T51. A justification for other than full and open competition has been approved in support of this acquisition. Under the authority of 10 U.S.C. 3204 (a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), “Only One Responsible Source and No Other Suppliers or Services Will Satisfy Agency Requirements – Substantial duplication of costs to the Government that is not expected to be recovered through competition” and is subject to the availability of funds.
CTES V will integrate applicable capability and functionality of avionics and avionics architecture that Collins Aerospace is developing for incorporation into the CH-47F and all its variants. This integration will enhance commonality between the CH-47F and other Common Avionics Architecture System (CAAS) platforms.
Firms are encouraged to seek source approval in order to compete for future solicitations by accessing SAM.gov and looking under qualification procedures for aviation requirements. All responsible sources may submit an offer which shall be considered by this Agency. The closing date is an estimated date and may be adjusted dependent upon the date of the release of the solicitation. However, the solicitation will not close prior to the closing date of this notice.
