UPDATE 10 FEBRUARY 2026:
Subject: Amendment 0002 Issued - Solicitation N0025326R7001
This announcement is hereby revised to issue Amendment 0002 for the Technology Insertion Hardware (TIH) 28/30/32 requirement, Solicitation N0025326R7001.
This amendment provides the following key updates:
- Provides Government responses to all offeror questions received through February 10, 2026. These are included on the continuation pages of the amendment.
- Revise Attachment 11 as follows:
- To increase visibility of instructions contained in Row 1; and
- To update 11B to state "The Offeror shall complete a single Worksheet 11B, Field Engineering, which covers all nine (9) contract years of performance."

- Increase visibility of instructions contained in Row 1.
- Attachment 12 Cost Summary, Wkst(Worksheet) 12G Section B, has been updated to correct an hour discrepancy for the Maximum hours for CLINs 0001-0005 as in indicated in cells D4:D8.
- Update Attachment 20 to provide a revised Section L paragraph 2.6, Tab 3(e), which clarifies the correct process for the Prime Contractor's submission to include the Subcontractor's password-protected, unredacted cost volume.

This announcement is hereby revised to issue Amendment 0001 for the Technology Insertion Hardware (TIH) 28/30/32 requirement, Solicitation N0025326R7001.
The proposal due date is hereby extended by 14 days.
New Proposal Response Due Date: March 9, 2026, 2:00 PM Pacific Time
This amendment provides the following key updates:
- Extends the proposal due date as stated above.
- Provides Government responses to all offeror questions received through January 23, 2026. These are included on the continuation pages of the amendment.
- Revises Attachment 20, Section L, to update the points of contact for questions and to remove references to ".zip" file submissions, clarifying that proposals shall be submitted as individual files via the PIEE Solicitation Module.
- Issues revised versions of Attachments 03, 10, 11, and 12 to correct and align labor categories, hours, and clause applicability. Offerors must use these revised attachments when preparing their proposals.

The Naval Sea Systems Command, Naval Undersea Warfare Center Division Keyport, is soliciting proposals for the development, integration, and production of Technology Insertion Hardware for TI-28, TI-30, and TI-32. This effort supports the Navy’s Submarine Warfare Federated Tactical System (SWFTS) and includes requirements for U.S. Navy, Foreign Military Sales (FMS), and Australia, United Kingdom, United States (AUKUS) partners.
The Government intends to award a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a nine-year ordering period. The contract will include a mix of Fixed-Price Incentive (FPIF); Cost-Plus-Incentive-Fee (CPIF); Cost-Plus-Fixed-Fee (CPFF); and Cost-Reimbursable CLINs. Offers will be evaluated on a best-value tradeoff basis. The anticipated contract award date is 10 June 2027.
The NAICS code for this acquisition is 334511, with a Small Business Size Standard of 1,250 employees. This is a full and open, unrestricted solicitation.
