(2) Set-Asides.
The proposed requirement will be set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). Offerors must be registered and certified in the System for Award Management (SAM) database (www.sam.gov) and Small Business Administration (SBA) website as an SDVOSB at the time of offer submission and award. No contract award will be made to any contractor that is not registered or in the process of registering with SAM or SBA.
(3) Codes for services or supplies.
The applicable Product Service Code (PSC) is R430 Support-Professional: Physical Security and Badging; the associated NAICS Code is 561612 – Security Guards and Patrol Services. The Small Business Administration (SBA) has established the business size standard as $29 in millions of dollars.
(4) Description.
(i) This is a pre-solicitation notice for an anticipated contract to provide comprehensive construction site security and surveillance services. The selected contractor will be responsible for ensuring the security and integrity of a designated construction site, including the protection of all materials, equipment, and personnel. The scope of work will encompass, but is not limited to, the following services:
- Site Security Manager: The contractor shall provide a qualified Site Security Manager (SSM) to serve as the primary point of contact for all security-related matters. The SSM will be responsible for developing and implementing the overall security plan, managing security personnel, and coordinating with government representatives and construction management.
- Construction Surveillance Technicians: The contractor shall provide certified Construction Surveillance Technicians (CSTs) to monitor all construction activities. CSTs will be responsible for ensuring compliance with all security protocols, inspecting materials and equipment entering the site, and detecting any unauthorized modifications or tampering.
(ii) Proposed contract will be fulfilled utilizing procedures from Revolutionary FAR Overhaul Part 12 and Part 19. The anticipated award date will be late March or early April.
(iii) This is a pre-solicitation notice only and does not constitute a Request for Quote (RFQ) or a commitment by the Government. No contract will be awarded from this announcement.
The solicitation and any amendments to the solicitation will be available only through Contract Opportunities at www.SAM.gov. All quotes, and other documents required for the quote submittal, including amendments to the request for quotes, shall be submitted electronically. All dates in this announcement are estimated and are subject to change. The Government anticipates the solicitation being available sometime March 2026.
