6515--Boston Scientific Exalt Model D Duodenoscope Image Controller

This pre solicitation notice of proposed contract action is not a request for competitive quotations or proposals. The Department of Veterans Affairs (VA), Strategic Acquisition Center (SAC) intends to negotiate a non competitive award under 41 U.S.C. 1901 Simplified Acquisition Procedures for EXALT Model D Duodenoscope Image Controllers. The EXALT Model D Image Controller is a proprietary device manufactured exclusively by Boston Scientific and is technically required to operate the Government owned EXALT Model D duodenoscopes currently in use. The controller and scope utilize closed, proprietary hardware interfaces, firmware, illumination controls, and image processing protocols that are not disclosed or licensed for third party production. No alternative controllers or third party video processors are interoperable with the EXALT Model D system, and substitution is infeasible. Veterans Healthcare Supply Solutions (VHSS) (UEI: TLTXKMLQEYU9) is the only authorized distributor of these devices and is the sole source capable of meeting the Government s requirement. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. All responsible sources may submit a capability statement which shall be considered by the agency. There are no qualification requirements associated with this procurement.
