The Department of Veterans Affairs, Strategic Acquisition Center (SAC), intends to solicit and negotiate with only one responsible source under RFO 6.103 1 for the procurement of Boston Scientific EXALT Model D Duodenoscope Image Controllers (PN M00542430). Intended Source: Veterans Healthcare Supply Solutions (VHSS) (UEI: TLTXKMLQEYU9), a Service Disabled Veteran Owned Small Business (SDVOSB) Reason Competition Is Lacking: Boston Scientific is the Original Equipment Manufacturer (OEM) of the EXALT Model D Controller. Boston Scientific has confirmed that VHSS is its sole authorized nationwide distributor for this device, and no other source can provide an item that meets the required OEM interoperability with VA s existing EXALT Model D duodenoscope platform. In accordance with RFO FAR Part 5 and FAR 5.101(c)(1)(vi), all responsible sources may submit a quotation which shall be considered by the agency. This is a Combined Synopsis/Solicitation issued in accordance with Revolutionary FAR Overhaul (RFO). This announcement constitutes the only solicitation; quotes are requested, and a separate written solicitation will not be issued. Solicitation 36C10X26Q0119 is issued as a Request for Quotation (RFQ) for the Boston Scientific EXALT Model D Duodenoscope Image Controller (PN M00542430). This acquisition is conducted under Only One Responsible Source authority (RFO FAR 6.103 1). No other source has been identified that can meet the Government s system compatibility, device interoperability, and clinical continuity requirements This solicitation incorporates RFO deviated provisions and clauses by reference.
