Description
This is a notice of the Government’s intent to issue a sole source contract to Telefoníca de España with a ROM of $3.8M for wired telecommunication services for Naval Station Rota, Spain.
The ducting infrastructure and copper cabling installed on Naval Base Rota (Cádiz) is owned by and leased from Telefoníca de España (Telefoníca). Over the half century since it was established, Naval Station Rota and the Department of Defense have consistently executed contracts with Telefoníca that included the installation of a buried conduit systems and associated cable infrastructure with an approximate value of $20M that remained the property of the company.
The Government intends to issue this contract on a sole source basis. Any interested party that believes is capable of competing for this contract may contact Keishla Valenzuela (Keishla.a.valenzuela.civ@eu.navy.mil).
Your response MUST include a) a capability statement that clearly explains your understanding and ability to perform the requirements described in the draft PWS without a degradation of services; b) a description of your current infrastructure in place to deliver these services; c) a description of your rough implementation plan to deliver these services starting June 2025 and a rough estimate of your initial investment items and associated costs.
Any responses that include generic capability statements will not be considered; responses must specifically address the above elements in order to be considered. The Government reserves the right to determine if this requirement will remain a sole-source or if it will be competed.
