Project Summary
This is a Pre-Solicitation Notice only. This is not a solicitation announcement. This notice does not constitute a Request for Quotation (RFQ), and the Government will not award a contract based on this notice.
The U.S. Embassy in Sri Lanka anticipates issuing a solicitation for Cell Phone Services in support of its operations.
The anticipated contract type is a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a one (1) year base period and four (4) one-year option periods.
The solicitation is expected to be issued in March 2026 as a Request for Quotation (RFQ) under solicitation number 19CE2026Q0002.
The Government intends to award a contract to the responsible offeror whose quotation represents the best value to the Government, based on a comparative evaluation of all source selection criteria identified in the solicitation. The selected offeror must be determined responsible in accordance with the Federal Acquisition Regulation (FAR) and must submit a quotation that fully complies with all solicitation requirements, including all terms, conditions, representations, certifications, and required documentation.
