Synopsis:
This is a Sources Sought notice for market research purposes only. This is not a solicitation for proposals, and no contract will be awarded from this notice. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is seeking to identify qualified and interested business sources for a design-build project for a consolidated secure facility.
Project Description:
The Government requires a contractor to design, fabricate, and install an approximately 5,000 square foot, pre-engineered, and prefabricated secure modular facility. This facility must be fully compliant with Intelligence Community Directive (ICD) 705 standards for the construction and management of Sensitive Compartmented Information Facilities (SCIFs).
Key requirements include, but are not limited to:
• An 80 dB Radio Frequency (RF) shielded perimeter.
• Acoustical protections meeting Sound Transmission Class (STC) 50.
• Installation of all required GSA-approved locks and security hardware.
• Infrastructure preparations to accommodate future TEMPEST upgrades.
CRITICAL REQUIREMENT: SECURITY CLEARANCE
This is a national security-sensitive project. The following security requirements are mandatory and non-negotiable:
1. Facility Clearance: Any company involved in the design, fabrication and installation of the modular facility MUST POSSESS a TOP SECRET Facility Clearance at the time of proposal submission.
2. Personnel Clearance: All contractor personnel performing on-site finishing work MUST POSSESS, at a minimum, a U.S. SECRET security clearance.
Submission Requirements for Interested Parties:
Interested parties who believe they have the capability to perform this requirement are invited to submit a capabilities statement. The submission should be no more than ten (10) pages and must include the following information:
1. Company Information: Company name, address, CAGE code, and point of contact (name, title, email, and phone number).
2. Facility Clearance Verification: Confirmation of the company's TOP SECRET facility clearance.
3. Capabilities and Experience: A detailed description of the company's experience in designing, fabricating, and installing ICD 705 compliant facilities of similar size and scope. Please provide at least two (2) project examples from the past five (5) years.
4. Business Size: Indicate business size under the specified NAICS codes (e.g., Large, Business, Small Business, 8(a), HUBZone, SDVOSB, WOSB, etc.).
