Description

Project Title: Repair Exterior Finishes Building 1 and OPC, Project: 570-21-108 at Fresno VA Medical Center, Fresno CA. This is a pre-solicitation announcement only. All solicitation documents will be available on or about April 13, 2026, online at SAM.gov. The solicitation when posted on or about April 13, 2026, online to SAM.gov will contain all necessary proposal instructions. Proposals will only be requested and accepted from Vendors that are verified and registered in the System for Award Management (SAM) and be verified in the Small Business Administration s (SBA) SBA Dynamic Small Business Search (SBA DSBS) (https://dsbs.sba.gov/search/dsp_dsbs.cfm )as a Service-Disabled Veteran Owned Small Business (SDVOSB) from the Network Contracting Office (NCO) 21. *Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf ). Potential Offerors must have current online Representations and certification application on file with SAM.gov. *Potential Offerors must also be verified in the SBA Veteran Small Business Certification Program as an SDVOSB to be eligible for award. The Contracting Officer (CO) will use the SBA Dynamic Small Business Search (SBA DSBS) https://dsbs.sba.gov/search/dsp_dsbs.cfm) to verify SDVOSB status until further guidance is provided by the Department of Veterans Affairs. The applicable North American Industry Classification System (NAICS) Code is 236220 Commercial and Institutional Building Construction, and the small business size standard is $45.0 Million. PSC Code is Z2DA Repair and Alteration of Hospitals and Infirmaries. In accordance with VAAR 836.204, the disclosure of the magnitude of this construction project is anticipated to be between $5,000,000.00 and $10,000,000.00. Questions regarding this pre-solicitation notice must be sent in writing to Mr. Rosario Chaidez, Contracting Officer, NCO 21 at email: Rosario.chaidez1@va.gov The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 21 will be issuing a Request for Proposal (RFP) for a general construction contractor for the project titled: Repair Exterior Finishes Building 1 and OPC, Project: 570-21-108 at Fresno VA Medical Center, Fresno CA identified in the Statement of Work (SOW) located at: 2615 East Clinton Avenue, Fresno, CA 93703-2223 to be attached at a future date. Work includes, but is not limited to the following: Vendors must be able to provide all labor, materials, equipment, and supervision required to perform building envelope repairs, glazing replacement, roofing system repairs and replacements, vestibule renovations, and installation of new access at the Fresno VA Medical Center. Work includes exterior envelope repairs to Building 1 and OPC elements, such as non abrasive cleaning, inspection, and targeted restoration of terra cotta, stucco, concrete, fenestration, and related architectural components. Glazing work involves removing outdated single and double glazed units and installing new high performance insulated glazing systems, coordinated to maintain operations, environmental and infection control, and security. Roofing repairs at the OPC and Building 1 West Wing include leak investigation, removal of failed materials and damaged insulation, and installation of new components to restore proper drainage and watertight performance. Additional work includes constructing new code compliant stair access from the OPC to the Building 1 Chapel Roof, requiring selective demolition and installation of a new access door and platform. Entrance vestibule repairs at Building 1 will upgrade the north, east, and south vestibules while maintaining continuous egress, ensuring that at least two vestibules remain operational in coordination with the VA COR. Vendors must demonstrate the ability to meet all requirements. The full SOW, Specifications, Drawings, and any attachments, including all details, will be published when the Solicitation is posted online to SAM.gov. The estimated period of performance (PoP) for this requirement is 330 calendar days from the Notice to Proceed (NTP). This is a pre-solicitation announcement only. Full Solicitation documents will be available on or about April 13, 2026. The full solicitation will contain all necessary proposal instructions.
