Important Notice: Eligibility and Contract Type

Eligibility: In accordance with Section 42(c) of the Arms Export Control Act (22 USC (S)2791(c)), Foreign Military Financing funds for this procurement may only be awarded to a United States firm. An Offshore Procurement (OSP) determination has not been obtained. Therefore, offers from firms other than United States firms are ineligible for award. The Government reserves the right to seek an OSP determination later if it is in its best interest.

Contract Type: This sources sought pertains to a Firm-Fixed-Price, Design-Bid-Build (D-B-B) contract for construction services in support of the U.S. Army Corps of Engineers (USACE) Middle East District (SWM).

Project Overview

The Middle East District (SWM) is seeking capabilities from experienced construction contractors for a project to construct a full airfield runway, aircraft taxiway, and helicopter taxiway at Hamat Air Base in Lebanon.

The project involves demolition, earthwork, and the relocation of existing services. The contractor will be responsible for:

  • Adhering to local and U.S. building codes and international safety standards.
  • Reviewing and confirming site conditions using surveys and reports provided.
  • Conducting a pre-construction site investigation with USACE and LAF personnel to finalize all site-related logistics.

Period of Performance (PoP)

640 calendar days from Notice Proceed (NTP)

Statement of Work (SOW)

The work includes a base CLIN and one optional CLIN.

Base CLIN

  • Demolition: Existing runway/shoulders/overrun pavements and a portion of the existing taxiway.
  • Site Work: Grading to improve runway leveling and relocation of a sanitary sewer line.
  • Paving & Finishing: Airfield pavement, saw-cutting, striping, tie-in to Taxiway Alpha, construction of new Taxiway Bravo, and stub-outs for future taxiways.
  • Electrical: Installation of future electrical/communications conduits, taxiway and runway lighting, and lighted guidance/distance signs.

Option CLIN

  • Work: Includes an additional taxiway, shoulders, and HMA markings & lines. Requires earthwork, grading, cut, fill, and compaction. All associated demolition work is also included.

Period of Performance: 640 calendar days from NTP.
