This is a solicitation notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) part 5. This notice also serves as the public announcement of the government’s intent to award on a sole source basis, as required by FAR 5.101(c). This is not a request for competitive quotes.
Notice of Intent to Award on a Sole Source Basis
The Medical Readiness Contracting Office – Pacific (MRCO-P) intends to award a firm-fixed price purchase order on a sole source basis to:

The authority for this non-competitive simplified acquisition action is 41 USC 1901(e)(2). In accordance with FAR 12.102(a), the government documented its decision that only one source is reasonably available to provide the required pathology testing services for Bassett Army Community Hospital (BACH), Fort Wainwright Alaska. The basis for this decision is that Pathology Consultants, Inc. is the only source capable of meeting the government’s requirement because it is the only source that can meet the required turnaround time requirements for pathology testing and provider-to-provider consultation due to its physical proximity to BACH. Turnaround time requirements for patient care and patient safety of 24 – 48 hours is required to meet College of Pathologist and Joint Commission standards.
Interested parties who believe they can satisfy the requirements listed in the solicitation may identify their interest and capability by submitting a capability statement to the point of contact listed below. This documentation must be submitted no later than 10 April 2026, 1000 AM HST. The government will review any capability statements received and may amend this solicitation if it is determined that a competitive procurement is in the best interest of the government. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
This notice serves as the formal solicitation for the intended source. Pathology Consultants, Inc. is requested to submit a quote in response to the attached SF Form 1449 and the instructions contained herein.
