Description
The Medical Readiness Contracting Office – Pacific intends to issue a solicitation for a firm fixed-price, non-personal services contract for Referral Clerk services for the 51st Medical Group (51 MDG), Osan Air Base, Republic of Korea. This requirement is for a period of performance from 01 April 2026 – 31 March 2027 (base period), plus four (1) one-year option periods.
The contractor shall have administrative knowledge and skills to effectively apply the TRICARE Referral process between 51 MDG and Brian D. Allgood Army Community Hospital (BDAACH) which is a referral process from MTF to MTF. The contractor shall be primarily responsible for managing referral processing and appointing, ensuring access to care and following all applicable guidelines: a) Assessment: Identification of patients’ Tricare eligibility and process referrals to the appropriate MTF clinics at the BDAACH; b) Planning: Collaboration with the patient, family/caregiver, primary provider and other members of the health care team for developing an effective plan of care; c) Facilitation: Care coordination and communication among all involved providers, nurses, or clinical staffs at the BDAACH and 51 MDG; d) Advocacy: Support for the patient and family/caregivers to ensure identified education and appropriate, timely care coordination is received.
Required qualifications include, but are not limited to:
- Education: Applicant shall submit official transcripts indicating completion of bachelor’s degree. Administration / business administration / healthcare administration / English literature degree is recommended but not requirement.
- Experience: The contract personnel shall have a minimum of three (3) years of experience within the last five (5) years providing service in Referral Management, Hospital Administration, Healthcare Administration and in medical customer service/liaising with providers, with patients at MTF, civilian hospital/clinic or equivalent treatment facility of government which is in US/Korean medical system (including MTFs in US and/or Republic of Korea). Three years of experience refers to the total experience working at one or multiple treatment facility mentioned above, including in the US or Korea.
- English for Non-Native Speakers: The Contractor personnel working on this contract shall be able to communicate in the English language at a proficiency level of a native speaker (as demonstrated by Test of English 0for International Communication (TOEIC) score greater than or equal to 800, which was obtained within the last three (3) years) and as exemplified in their written and verbal skills in the performance of their duties under this contract. The Government will assess language skills of all contract employees who are required by terms of this PWS to be proficient at speaking English through performance of services. If the Government, at its sole discretion, determines that the language skills of the Contractor personnel does not meet the language proficiency skills required of the position, the Government reserves the right to require the Contractor to provide a replacement Contractor personnel that does possess the required language proficiency skills required of the position, at no additional cost to the Government.

The Government will assess language skills of all contract employees who are required by terms of this PWS to be proficient at speaking Korean through performance of services. If the Government, at its sole discretion, determines that the language skills of the Contractor personnel does not meet the language proficiency skills required of the position, the Government reserves the right to require the Contractor to provide a replacement Contractor personnel that does possess the required language proficiency skills required of the position, at no additional cost to the Government.
The NAICS code for this proposed procurement is 561110 and the annual size standard is $12.5M. This solicitation package will be available on the SAM.gov website (http://SAM.gov/) approximately in February 2026. No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled.
NOTICE TO OFFERORS
All sources may submit a quote as applicable. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), may preclude the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement. All sources submitting a quote, including U.S. sources, must already have OR confirm their ability to obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration.
If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
